European producer responsibility assumes a small number of large, registered producers. A large share of Indian packaging comes from small and unregistered producers, for whom compliance cost and compliance capacity are the binding constraints.

What will be measured
Agreed and published before anything starts. That sequence is the whole point: once results exist it is far too easy to decide, after the fact, which of them counted.
- 01Compliance cost as a share of turnover for participating small producers.
- 02Administrative time required per producer per quarter.
- 03Share of participating producers still compliant after 12 months.
- 04Material actually recovered as a result, measured at the sorting facility.

This pilot has not started. When it does, results appear here whatever they show, including if the answer is that the model did not transfer.
Want to host this?
A pilot needs a municipality, a cooperative or a community organization that actually wants it. A pilot imposed on a ward that did not ask for it tells you nothing useful about whether the model works.
