Why none of these is running
Each of these is a proposal derived from a system observed elsewhere. None can be designed properly until the field research is done, and none should start without an Indian partner who actually wants it. Anything published about them is labelled as a proposal, not as evidence of what would happen.
What gets published
- The measurement plan, before the pilot starts.
- The results, whatever they are.
- A post-mortem for anything discontinued, saying what went wrong.
- The operating cost, including the parts usually left out, such as volunteer time.
